Brain monitoring equipment.

Does anyone know what the best brain monitoring setup would be for capturing brainwaves. Let's say for under $10,000 all together. Any suggestions from any experts out there would be great. I really need good resolution and suggestions what the method should be. Working with varieties of binaural and monaural setups without the monitors. Thanks.
